Make the bottom of the pin heavier
The problem you're seeing is the weight ratio. Pins are normally Pine, and you're making them out of plastic. If you're scaling down the size, you must also scale the weight. It's a different material, but should still have minor similar action when weighted appropriately. notice that a ball widest point hit around the widest point of the pin. Set a 'conical weight inside with the widest point at the widest part of the pin, and the point close to the base of the pin to maintain most of the center of gravity. No magnets required. Again, total weight should be a direct scaled ratio of the original size & weight.

What is the best 3d model printing software?
Theres slicers and then theres cad software. I use solidworks for maker for cad but it costs some money, fusion 360 is a decent alternative but has limited features and storage space. For slicers i use bambu lab slicer and prusa slicer because i have those make of machines, but cura is a standard free slicer

Good idea with the interlocking pin pieces. Have you tried PETG though? I’ve been successful when printing TPU on PETG. Love the build. Can’t wait to see more.
Its hard to scale up or down and expect the same reactions. Square-cube law is palying a role, yes i realise its usually held for making things larger sure, though it works in reverse. Density and weight distribution will be hard to account for the differences. As well as the friction levels as real pins can slide over and arent perfectly sticky to the lane. Good luck

As someone who works in a bowling alley I’ve loved seeing this evolve and becoming so accurate
Try to put a magnet to: know where to put the pin and for the weight
Should put traditional oil patterns on the lane
Between weight height and distance the pins are made of a material that would absorb the impact of the ball! The plastic or whatever used in 3d would Create a different effect because the ball hitting them has a different hardness variance

Couldn’t you just look inside a normal pin, then make a smaller version of the normal size pin, then just make sure the size to weight ratio is still the same?

You should also have different types of pins so that if you’re playing at night or want to jazz it up a bit, you can. Plus, where did you get the mini bowling pins and the ball?

You maybe could put weak magnets in the pins to: 1. Make it easy to put the pins back. 2. A bit harder to get a strike

have you considered the air resistance being bigger on the bigger version?
Why not add some weak magnets
you can try and move the weights inside closer to the top so wobbling would off set the center of mass more and fall over easier
